David Nahmias serves as a director of programs and policy. In this role, he oversees Omidyar Network’s policy and legislative advocacy in California and builds coalitions across the state to promote responsible governance of tech for consumers, workers, families, and competitive markets.
David is an attorney with expertise in consumer protection, civil rights, constitutional and administrative law. He previously served as the Legal Director of the Center for Consumer Law and Economic Justice at UC Berkeley Law, where he advocated for the robust enforcement of consumer laws against deceptive uses of emerging technology, predatory business practices, and unfair restrictions on access to justice. There he built and represented coalitions of advocacy organizations and law student groups in dozens of federal and state appellate cases, regulatory proceedings, and legislative bills. David formerly worked as a staff attorney at the Impact Fund, where he launched an initiative advocating for low-wage LGBTQ workers in California; as a law clerk for the Hon. Donna M. Ryu of the Northern District of California, and as a Fellow with Protect Borrowers working on student loan issues. Earlier in his career, he spent five years at Ashoka identifying and supporting leading social entrepreneurs across the Americas and globally.
David holds a J.D. from the University of California, Berkeley, and B.A. in international relations and Spanish from Claremont McKenna College, and he was a Fulbright Scholar in Mexico. David is licensed to practice law in California.
