As director of policy and advocacy, Troy will work with internal and external partners to support the overarching advocacy goals of Omidyar Network, including the objectives of our Responsible Technology, Reimagining Capitalism, and Belonging teams.
Troy most recently was partner at Franklin Square Group, where he advised technology companies on public affairs. Prior to joining Franklin Square Group, Troy served as director of member services & outreach for former House Democratic Caucus Chair, Rep. Joe Crowley. He was responsible for being a key liaison and supporting House Democratic offices. Troy also served as the director of diversity & public engagement for the Democratic Congressional Campaign Committee (DCCC), where his work focused on expanding internal and external diversity initiatives and stakeholder engagement. He is also a veteran of Barack Obama and both Hillary Clinton Presidential campaigns and was an organizer for the Service Employees International Union (SEIU).
Troy earned an M.A. in Public Policy Management from the McCourt School of Public Policy at Georgetown University and a B.A. in Political Science from Morehouse College.
